ANALISIS KEBIJAKAN MODEL SINERGI TRIPLE HELIX ANTARA SMK, DUNIA USAHA, DAN INDUSTRI DALAM MENINGKATKAN KOMPETENSI LULUSAN

Penelitian ini menganalisis kebijakan sinergi Triple Helix antara SMK, pemerintah, dan dunia industri dalam meningkatkan kompetensi lulusan. Latar belakangnya adalah adanya kesenjangan keterampilan lulusan dengan kebutuhan industri meski kebijakan link and match sudah dijalankan melalui program seperti SMK Pusat Keunggulan, magang, dan teaching factory. Dengan metode kajian literatur, penelitian ini menemukan bahwa implementasi sinergi belum optimal karena perbedaan kepentingan, lemahnya koordinasi, keterbatasan kapasitas, dan minimnya evaluasi pemerintah. Sebagian besar kerja sama berhenti pada formalitas MoU tanpa tindak lanjut nyata, meski kolaborasi substantif dengan perusahaan besar terbukti meningkatkan kompetensi dan peluang kerja lulusan. Karena itu, diperlukan strategi penguatan melalui peran aktif industri, regulasi pemerintah yang lebih tegas, dan kurikulum yang adaptif terhadap perkembangan teknologi serta kebutuhan pasar kerja.
